The project's C++ plugin: whether it exists, generating it and compiling it.

Covers what the 'C++ Project' dialog and the Cpp actions in the project menu do, none of which are reachable through action_execute, because they all end in a modal dialog. Everything here goes through the ezCppProject statics, which are dialog free.

Parameters

sToolName	The tool to run. A provider with a single tool may ignore this.
arguments	The 'arguments' object of the call. Missing and mistyped values are normal - the client is an AI and will get this wrong. Validate and report through out_result.
